What I would like to suggest is an NPC Hunting/Skill Tree system. Instead of training dummies, which we all know are reeeeeally dull, you'd run around, whacking NPCs. This would solve two issues, one of a lame training system, and the other of making the NPCs more... not useless.
The way this would work, is by granting exp per kill. This would, of course, require that Level and Exp are revealed. Every time you level up, you get 5 Stat Points, and every four levels you get 1 SP. The level-up itself would offer no stat gain, which is why you'd need to add the stat points. Each point would give a random amount of stat between two points, to be decided by the coder. That way, the stats would still remain hidden. I would say the level cap would be somewhere between 850-1000.
There would also need to be different NPCs added, for the non-raced players to level on. Examples could be Theifs, Wolfs, Bunnies, etcetera. These NPCs would be strictly for the non-raced Humans, and would be unkillable for the raced people. The strength of the Raced-NPCs would need to be raised severly, as right now they're pretty weak. Additional maps should also be added, to increase the world scope. Forests, Caves, Abandoned Buildings, all with different kinds of NPCs. With the respawn time as it is now, this would provide everyone with NPCs, so there would never be a dull moment.
SKILL TREE:
Human: This is a pretty basic tree. It only has three Skills, which are Spiritual Awareness, Fairy Defense, and Arm Release.
SKILLS
Spiritual Awareness: Increases awareness of spirits by 0% -- Level 0.
10% -- Level 1
20% -- Level 2 (and so on to Level 10/100%)
Fairy Defense: Gives Player the ability to control fairies. (One of two choices, requires a minimum level of 150 and Spiritual Awareness Level 10; Unlocks Inoue skill-trees, restricts access to Arm Release/Sado skill trees)
Arm Release: Give Player the ability to summon an arm of immense power. (One of two choices, requires a minimum level of 150 and Spiritual Awareness Level 10; Unlocks Sado skill-trees, restricts access to Fairy Defense/Inoue skill trees)
A person would need to have Level 10 spiritual Awareness before they'd be allowed to do any sort of racing. This would also allow them access to the Raced-NPCs, as well as the non-raced NPCs.
Shinigami: This race, as well as all the other races, has three Skill Trees: Tech, Passive, and Zanpakutou Mastery. Tech is your Kidous/Shunpo, Passive is defensive skills that are always active, and Zanpakutou Mastery is all things regarding your Shikai/Bankai. Zan. Mastery wouldn't be unlocked until Sense Sword Spirit is bought on the Passive tree, and after that it will be aquired on a random level.
TECH (All techs have a minimum requirement of Reiatsu Control Lvl 1 in the Passive tree):
PIER ONE KIDOU:
Shakkahou: Shoots a red blast of reiatsu. Level 1-5: Increases damage by 10%xLevel of skill.
Byakurai: Shoots a fast, blue bolt of reiatsu. Level 1-5: Increases damage by 10%xLevel of skill. (Requires basic knowledge of Shakkahou)
Sai: Slows down the target. Level 1-5: Increases slow duration by 10%xLevel of skill. (Requires basic knowledge of Shakkahou)
PIER TWO KIDOU (Requires Reiatsu Control Lvl 2 in the passive skill tree):
Soukatsui: Shoots a stronger red blast of Reiatsu. Level 1-5: Increases damage by 10%xLevel of skill. (Requires maxed Shakkahou/Byakurai)
Raikouhou: Shoots a yellow bolt of enourmous energy. Level 1-3: Increases damage by 10%xLevel. (Requires Shakkahou, Byakurai, and Soukatsui to be maxed)
Rikojouroukou(spelling be d**ned): Slows down the target considerably. Level 1-3: Increases slow duration by 10%xLevel of skill. (Requires maxed Sai and Shakkahou)
OTHER (Requires Reiatsu Control Lvl 2 in the passive skill tree):
Shunpou: Move at super speeds. Level 1-4: Increase distance/decrease cooldown by 25%xLevel of skill.
Sense Reiatsu: Analyze a targets strengths and weaknesses. Level 1-2: Comparison is by more than/less than at lvl 1; comparison is in %s at lvl 2.

Level 1: Bankai on random level; Level 2-10; Decrease Drain. (Bankai mastery cannot be raised past level one until Bankai is acheived)
Bankai Tech Mastery (Requires Bankai Mastery Lvl 7): See Shikai Tech Mastery.
Hollow: Hollows have three skill-trees as well: The Tech tree, the Passives tree, and the Zan. Mastery tree. They have a special section in the Passives for their evolutions, and some of their techniques cannot be unlocked until Arrancar.
TECH:
Devour: Eats a soul, turning them into a Hollow (Doesn't affect NPCs outside of deleting them, but turns players into Hollows)
Garganta (Requires first evolution): Teleports you to a different world.
Cero (Requires Menos): Shoots a giant beam of negative energy. Level 1-5: Increases damage 10%xLevel.

Evo 3: Turns a Player into an Adjuuca, with a 20% boost to all stats (Requires Menos)
Evo 4: Turns a player into a Vasto Lorde, with a 40% boost to all stats (Requires Adjuuca. Note that if any of the evos after Menos are bypassed for arrancar, those skills will not be gained, nor will the player get the stat boost.)
Shatter Mask (Requires Menos and extremely high level): Allows player to rip off their own mask, turning them into a natural Arrancar. (This skill has no added bonuses, so it would be easier to go for Arrancar RPly)
ZANPAKUTOU MASTERY:
Ressureccion Mastery (Requires True Form and Arrancar Speed): Decreases Res drain by 10%xLevel of skill. Level 1-9.
